Highwood is in the process of preparing a planning application to be submitted to East Hampshire District Council (EHDC) for residential development on land north of Rowlands Castle Road (part of the ‘Land East of Horndean’ Local Plan policy HN1 area).

Our proposals for Rowlands Castle Road comprise the construction of 82 new homes, public open space, landscaping and other associated works on existing paddocks located to the west of the retirement village that was recently granted approval by EHDC.

The site and background

The site comprises an area of land located to the north of Rowlands Castle Road, Horndean in the East Hampshire district.

The site is currently enclosed by hedgerow and tree planted boundaries to the north, south and west, providing screening to surrounding areas and neighbouring properties to the west and southwest.

The site is bounded to the east by a recently approved retirement village (ref: 55562/010). Further east is a 60-bed care home currently under construction (ref: 55562/009).

This site was the subject of a planning application by Bloor Homes for age-restricted apartments and cricket pitch (ref: 55562/006), which was withdrawn in September 2022.

The site forms part of a wider 700-home development that was granted outline permission under ref: 55562/001 in 2016 (that permission has now expired).

An 800-home development south of Rowlands Castle Road has since been approved under ref: 55562/005.

 

Draft proposals

The proposals comprise the provision of 82 new homes of high-quality design and specification, public open space, landscaping, access into Rowlands Castle Roads and other works. Vehicular access to the development is proposed to connect via the existing junction serving the adjoining care home and retirement village sites that are currently under construction.

The proposed site layout has been informed by a need to respect site constraints, including an existing gas pipeline to the east and respect for the amenity of neighbours to the west.

Buildings are kept away from the pipeline and open space or back gardens are proposed along boundaries to the west.

A mix of homes are to be provided, with 35% (33 in total) to be affordable in line with EHDC policy. Parking is to be provided in excess of EHDC minimum standards (191 in all) with visitor spaces provided.

The design of the homes seeks respect for local character and context, utilising a mix of brick, render, tile and flint materials and detailing found in the locality. Apart from the entrance apartment buildings, which will be three storey, all other homes are 2-2.5 storeys in height.

Landscaping of the public areas will use materials and planting appropriate to the locality and be laid out to a high quality. We take pride in providing attractive public realm in our developments.

Trees and new planting will be native species and laid out to a high quality.

The site will be equipped with sustainable drainage systems allowing for future climate change.
