Highwood among the first developers to secure a place on the new DPS framework

Highwood is among the first developers to have successfully gained a place on the Delivery Partner Dynamic Purchasing System (DPS). Highwood is one of just 66 housebuilders that have been appointed to the DPS at the time of writing.

The DPS is a framework of preferred housebuilders that enables selected parties to bid for Homes England sites and is designed to transform the way Homes England procures housebuilders to dispose of land.  Replacing the DPP3 framework with a value of £20bn, this is Homes England’s largest procurement exercise to date.

Stephen Kinsella, Chief Land and Development Officer at Homes England, explains.

‘This marks a significant step forward in the way we work with developers to build homes,’ he commented. ‘The flexibility of the DPS means that housebuilders can apply to join when it suits them, or when they see a relevant site on our Land Hub.’

This revolutionary step also enables local authorities and registered providers of affordable housing, to rely on the DPS as a procurement-compliant solution for finding housebuilders, making it easier to build homes on the land they own.

Housing Minster, RT Hon Christopher Pincher MP, pointed to the beneficial impact the flexibility of the DPS will offer SMEs and new entrants.

‘This Government is making great progress in building new homes,’ he revealed. ‘We are keen to continue delivering the homes this country needs. We welcome this change which will support SMEs while providing more opportunities for home ownership to hard-working people across the country.’
