Case Study: Winchester Road, Fair Oak, Southampton

Highwood Group devised a scheme to transform an area of approximately 12 acres on the outskirts of Fair Oak village, near Eastleigh in Hampshire and which formed part of a larger proposed allocation within Eastleigh Borough Council’s Pre-Submission Local Plan 2011-29 for up to 330 dwellings.

The land on Winchester Road in Fair Oak was originally owned by two landowners and we were pleased to work with both to conclude our acquisition in 2013. Our plan was to create a high quality development of around 100 residential dwellings that could be accessed from Winchester Road, which connects Winchester with the nearby towns of Bishops Waltham and Hedge End. The site is set within easy reach of the village centre and perfectly suited to meet the demand for affordable housing within such a thriving residential area.

We took our proposals for this substantial development of new homes to Eastleigh Borough Council who asked us to collaborate with Bloor Homes who had secured an attached parcel of land as a condition of the proposals being considered.

We engaged closely with Bloor Homes to create a scheme that would enhance the local environment and provide the necessary residential buildings and community amenities to make the development a viable proposition. The local community’s support would be integral to such a project so, together with Bloor Homes, we hosted a public exhibition at the local village hall to give residents an opportunity to have their say on our scheme.

We then submitted a formal planning application for 330 dwellings, a new community building, a public open space and provision of new vehicular access from the busy Winchester Road. Early in 2014, Eastleigh Borough Council unanimously voted in favour of our joint application and, later, our subsequent Reserved Matters application.

With planning now successfully secured, construction on the Winchester Road site will begin in 2015.
